There are many homes built in the fifties, sixties and even seventies that are well located, offer high occupancy environments (with services, local shops or open spaces socialization) and its current price is perfectly accessible. However, they were built with inferior materials, no elevator and other amenities, the environment has deteriorated and it is not pretty. The answer to this apparent contradiction is the rehabilitation, a rehabilitation course, supervised and supported by public institutions: the Municipal dedicated to this task and Land and Housing of Aragon, the autonomous body which operates in the real estate sector. It makes little sense to promote VPO for settlers in the farthest outskirts of the city or in areas of conflict (as happens now in Valdefierro) while thousands of stories of the consolidated city deteriorate lose value and stay off the market.
rehabilitation course is not the favorite business of big business-building promotion. But it is the urban alternative more creative and able to value part of downtown and traditional neighborhoods. The tiny example of the recovery of some residential blocks in the Red Ensign illustrates the possibilities. The choice is not only social aspects, economic or aesthetic. Opens other options extend to any building. For example, improved insulation and bioclimatic conditions produce significant savings in energy consumption, now that electricity going through the roof and the companies controlling the supply oligopoly regime gleefully lining.

Why the political and institutional system has not lifted a finger to promote the right of citizens to produce their own supply, and even generate surpluses that could happen to the network using the system known as net metering? Does the public that this is already possible?
Zaragoza, like other English cities, is losing opportunities because their policy makers do not have the courage to break with routine, bet on the future and break the pattern of business interests that inspired the administration of public affairs. Rehabilitate, improve the sustainability of housing, boost domestic energy production are more modern options, and more profitable future. You only need to bet on them (and not by others, of course).
